Politics of Corporatist Implementation: Successful Take-offs and Failed Experiments in the Estado Novo and in Democratic Portugal

Resumo: For the past decades, scholars and policy makers have been concerned with identifying the most adept governance models to sponsor industrial development in the context of increasing international competition. Yet we still know little about the political mechanisms that induce changes in social behaviour which are necessary to overcome economic backwardness. Is it possible to switch entrenched conservative attitudes among traditional business owners, namely state-dependent patterns of behaviour that resist change and co-operation? What are the conditions that lead to collective attitudinal change, inducing dynamism, innovative practices and skill formation, in adverse settings?
In order to address these questions, I examine the politics involved in the the formative stages of interest re-organization in two sectors of economic activity, namely wine production and pharmacy retail. Each of the cases is situated at the onset of dramatic political change in Portugal, but in different historical periods. I compare and contrast the short-lived Federation of Wine Producers of the Centre and South of Portugal, created by fiat in 1933 and terminated again by fiat in 1937 (see Dulce Freire 2002) with the formative years of the highly successful National Association of Pharmacies, created by business owners only months after the 1974 revolution. In both historical periods, sectoral politics was dominated by the attempt to restructure and promote the interests of established firms.
My study identifies the conditions that led to contrasting trajectories of institutional and attitudinal development, nothwithstanding striking similarities in the initial movement to industrial reform.
