Measuring Party Ideology by Surveying Local Elites

The seminar explores an alternative route for measurement of party ideology positions by surveying local councillors. Using data for six countries (Portugal, United Kingdom, Germany, Switzerland, Sweden and Italy), I will show how parties strategically shape their manifestos in order to attract votes and how party ideology is shifting across time. The presentation will also briefly discuss how this method could be used to dive into party-internal ideology clashes (e.g. factionalism).
Björn Egner is an adjunct professor at the Institute of Political Science, Technische Universität Darmstadt, where he leads the research group on methodology and the philosophy of science. His scholarly work centres on local politics, housing policy, and public finance in federal systems. Egner has published extensively in these fields. He earned his doctorate in 2007 with a dissertation on the role perceptions of German mayors and completed his habilitation in 2011 on public spending in federal systems. At TU Darmstadt, he coordinates Political Science programmes, oversees the ERASMUS exchange, and serves on several faculty committees. Egner has held visiting and interim professorships at Münster University, Speyer University, and Tongji University in Shanghai. He is a member of the Steering Committee of the ECPR’s Standing Group on Local Government and Politics and serves as associate editor of Urban Research and Practice.
