Community-oriented policing in Brazil and Mexico: Innovation or more of the same

Community-oriented policing (COP) is often presented as an innovative approach to addressing public safety and improving police-community relations. But to what extent does COP represent meaningful change, and when is it merely a continuation of existing practices? This research examines COP programs in Rio de Janeiro and Mexico City, arguing that their impact depends on how they are implemented at the neighborhood level. Through ethnographic comparative fieldwork, I analyze how local contexts shape the outcomes of COP initiatives, revealing the challenges and limitations of reform efforts.

Annabelle Dias Felix is a postdoctoral fellow at the Centro Interdisciplinar de Ciências Sociais (CICS.NOVA) at the Universidade NOVA de Lisboa (Portugal). During her PhD in political science at Université de Montréal (Canada), she focused on issues of public security, human rights and democracy, studying community policing programs in Latin America. Her work has been published in Policing & Society, Journal of Latin American Studies and Lien Social et Politiques, among others, as well as in collective books.
