Brazil's Congress

We often hear about the problems within the Brazilian Congress. Countless books have explored the topic, and the press reports almost daily on cases of corruption in our Legislative branch. However, this book takes a different approach: it invites the reader to gain a genuine understanding of how the institution truly functions. How is Congress organized? What distinguishes the roles of the Chamber of Deputies from those of the Senate? How are laws created? What responsibilities do legislators have? What is the significance of budget earmarks? And how can Congress be improved? I address these and other questions by highlighting instances where legislators have worked to resolve social issues. This book focuses on the Congress that functions effectively, fulfilling its various roles within the Brazilian democratic system. My hope is that, after reading it, the reader will see the institution from a fresh perspective.
