Abstract: The concept of policy integration has found great diffusion in contemporary policy studies. Understood as a tool to steer policymaking across multiple domains at once, many see policy integration as the solution to a great deal of wicked problems, such as climate and environmental policymaking. However, evidence shows that policymaking remains inconsistent and fragmented, even following the introduction of integrated policy designs. Engaging with this issue, the research highlights a series of open questions in our current understanding of policy integration. Drawing on the in-depth qualitative study of the implementation of National Recovery and Resilience Plans in the municipalities of Genoa and Lisbon, the research investigates why, despite strong enabling conditions, integration between policy sectors struggled to emerge. Reconstructing the processes of implementation in both contexts, the study identifies a series of path dependent mechanisms overruling the enabling conditions for policy integration. Emergent theoretical considerations and policy insights are discussed.
