How do MPs respond to citizens policy requests? Evidence from Ghana.

Do MPs respond differently to citizens’ policy requests depending on whether the citizen frames the message in terms of personal or community benefits? And does the response vary depending on MP’s and citizens’ characteristics? In a survey experiment, Ghanaian MPs are randomly assigned to scenarios in which two citizens make contacts to influence a political decision – the location of a new market. Both citizen’s (age, gender, type and district) and message’s characteristics (personal vs community benefits) vary to test which factors make MPs more willing to choose one message over the other. The findings reveal that Ghanaian MPs are more likely to select messages emphasizing community-oriented benefits rather than those highlighting individualized citizens’ demands. Moreover, these effects are moderated by the interplay between information about citizens’ characteristics (e.g., age and NGO representative status) and Ghanaian MPs’ socio-positional features, such as gender, income, and age.
