Roberto Falanga
Roberto Falanga earned a master degree in psychology at the University La Sapienza of Rome in 2009 and a PhD degree in Sociology (Democracy in the XXI Century) at the University of Coimbra in 2013.
He is currently Assistant Research Professor at the Instituto de Ciências Sociais da Universidade de Lisboa (ICS). His research focuses on citizen participation in decision-making in a wide range of public policies through the analysis of different formats deriving from participatory and deliberative democracy. He is currently Principal Investigator at the host institution of the EU-funded projects "INCITE-DEM - Inclusive Citizenship in a world in Transformation: Co-Designing for Democracy" (2023-2026) and "INFRABLUE - A natural, social and cultural device to enhance urban potential" (2023-2025). He is also a team member of the EU-funded project "CONEXUS - .CO-producing Nature-based solutions and restored Ecosystems: transdisciplinary neXus for Urban Sustainability" and leader of Task 6 in the FCT-funded project "LOGO - The LOcal GOvernance of housing policy. A study of municipal housing strategies".
At ICS he was a Postdoc fellow in the EU-funded project "MOPACT - Mobilising the Potential of Active Ageing in Europe" (2014-2017), and co-Principal Investigator of the EU-funded project "ROCK - Regeneration and Optimisation of Cultural heritage in creative and Knowledge cities" (2017-2020). He was also a team member of the EU-funded projects "CONCISE - Communication role on perception and beliefs of EU Citizens about Science" (2018-2020) and "PERSIST_EU - Knowledge, beliefs, Perceptions about Science of European Students" (2018-2020).
At ICS, he is a member of the research groups SHIFT - Ambiente, Território e Sociedade and RIPOL - Regimes e Instituições Políticas. He is a member of the Observatory OBSERVA and was a funding member of the Urban Transitions Hub, co-chairing the group between 2018 and 2020. He was a member of the organising committee of the "Responsible Research and Innovation" seminars between 2020 e 2023 and is responsible for the formal collaboration between ICS and the Centro de Informação Urbana de Lisboa at the Lisbon city council. Since 2022, he has coordinated the monitoring and evaluation of the Lisbon Citizens' Assembly (Conselho de Cidadãos) in partnership with the Lisbon city council, as well as the project "Institutional Model of Policy Evaluation" in partnership with Planapp - Competence Centre for Planning, Policy, and Foresight.
He is a member of the Scientific Committee of the PhD in Development Studies at the University of Lisbon, lecturing in this and other PhD and Master courses. Since 2020, he has co-coordinated the module "Research Methods", and was co-coordinator of the module "Sustainability, Space and Society" until 2022 in the Master course "Design for Sustainability" at the University of Lisbon. In 2022/2023, he co-coordinated the module "Inclusion" in the Advanced Studies' course "Territory" at the School of Architecture, University of Porto. He currently supervises eight PhD theses, two of them granted by FCT, and three Master theses. In 2014/2015 and 2015/2016 he coordinated the module "Social Sciences" at the School of Architecture, Catholic University of Viseu.
Alongside his academic career, he was a member of the evaluation team of the project "Portugal Participa - Caminhos para a Inovação Societal" (2015-2016), and an international expert of the Congress of Local and Regional Authorities, Council of Europe (2017). Between 2014 and 2020, he was an external consultant of the Lisbon city council for the local development and regeneration programme BipZip. In 2018 and 2020, he was an external collaborator of the Friedrich Ebert Foundation within the the project "Reclaim Europe!". In 2020 e 2021, he was an external consultant to the Lisbon city council for the development of its citizen participation strategy. In 2021, he was an external consultant to the Portuguese Institute of Sport and Youth on the impacts of the covid-19 pandemic in youth public policies in the 27 EU Member Countries under the Portuguese Presidency. In parallel, he has coordinated the monitoring and evaluation of local and community projects in the city, such as "Sé Bairrista" and "DiversITy", as well as the project "Xalabas" in Cape Verde, all of them related to urban sustainability and social inclusion. More recently, in 2021 and 2022, he has collaborated with the Competence Centre of Participatory and Deliberative Democracy of the European Commission as an international expert, as he is currently a member of the experts' group supervising the community of practices.
In 2023, he is a member of the evaluation committee of the local programme BipZip promoted by the Lisbon city council, of the consultants' team of the project "Participated Housing" in the city of Maia (Metropolitan Area of Porto), of the coordinating team of the project "Mapping policy monitoring initiatives in officially portuguese speaking language countries" promoted by ACEP, and he is also coordinator of the training course for the Portuguese public administration "From designing to evaluating participation" promoted by INA.
