Sofia Serra-Silva
Sofia Serra-Silva, born in Lisbon in 1991, is a Research Fellow at the Instituto de Ciências Sociais da Universidade de Lisboa (ICS). She earned her PhD in Political Science from the ICS, University of Lisbon (2020).
In the spring semester of 2023, Serra-Silva held the position of FLAD Visiting Professor in the Department of Government at Georgetown University in Washington, DC, where she led a course on "Modern Parliaments and the Public." Her academic path has been marked by significant stints as a visiting scholar at prestigious institutions such as Oxford University, the University of Leeds, and the University of Vienna, further enriching her intellectual and professional journey
As a political scientist deeply fascinated by the dynamics between political institutions and citizens in today's globalized and digitalized world, Sofia's research spans a broad spectrum of subjects such as parliaments, political parties, political behavior, and public engagement. Her investigations delve into areas ranging from the electoral success of parties to the quality of democracy and the nuances of digital politics.
Throughout her career, Sofia Serra-Silva has been actively involved in examining the complex interactions between parliaments and citizens, frequently supported by digital media. She has contributed her expertise and consultation to both international bodies and national parliaments, including those of Portugal and Peru, aiming to enhance parliamentary capacities and public engagement strategies.
Her scholarly work has earned publication in a variety of academic journals, including Policy & Internet, Party Politics, and The Journal of Legislative Studies. Moreover, Sofia's research has gained attention in global media outlets such as World Politics Review (USA), RTV & El Diario (Spain), and MO-Magazin (Austria), alongside prominent national media in Portugal like Lusa, Publico, Expresso, Observador, Renascença, CNN Portugal, Diário de Notícias, Antena 1, and Visão.
Among her most recent publications are "Beyond national boundaries in the study of digital public engagement: Interparliamentary institutions and cooperation in the Austrian and Portuguese national parliaments" and "The 2021 Portuguese Presidential Elections under extraordinary circumstances: Covid-19 and the rise of the radical right in Portugal" (co-authored with Nelson Santos).
She currently serves as the Principal Investigator and Coordinator of the Sustainable Governance Indicators - Portugal 2024 project, funded by the Bertelsmann Stiftung Foundation. She is a board member of the Institute of Public Policy - Thomas Jefferson - Correia da Serra, an academically rooted think tank that operates in a nonpartisan fashion, maintaining complete independence from any economic, social, political, religious, or other vested interests.
