The EU pledged to cut its annual consumption of primary energy by 20% by 2020. The objective is to change Europe in a highly efficient energy economy with low CO2 emissions, simultaneously complying with the energy and environmental requirements. In this context, the Energy Policy Action Plan will be a fundamental instrument in fulfilling the following EU targets. To achieve this goal, Portugal worked on a national action plan to promote energy efficiency.The objective of the working group of social behaviours was to set out measures to ensure public awareness and citizens behaviour changes for the increase of energy efficiency.
Objectivos:
<p>The social behaviours approach sought to combine three lines of action: firstly, an adequate characterisation of the social reference framework with respect to the different profiles of the more relevant energy consumption behaviours of the Portuguese and their relationship with the respective knowledge and information frameworks. Secondly, the definition of the strategic guidelines of a communication plan, with the identification of strategic target-groups, types of adequate contents, specific communicational chains and identification of preferential means, places and situations for the circulation of the contents. Lastly, the association with the economic instruments and the administrative procedures that come to be applied to the various energy consumption sectors.</p>
