Carla Maria Gomes
Carla Gomes holds a PhD in International Development from the University of East Anglia (UK) and in Sociology of the Environment and Territory from the University of Lisbon, co-tutored under the Doctoral Programme in Climate Change and Sustainable Development Policies. The doctoral thesis, funded by the Foundation for Science and Technology (FCT, Portugal), analysed the impacts of land concessions on rural communities in Mozambique, from the perspective of environmental justice. Among other aspects, the study analysed how these land use changes have interfered with local strategies for climate resilience.
She holds a master's degree in Environmental Management and Policies from the University of Aveiro (Portugal). Her master's thesis led to the book "Alterações Climáticas e Desenvolvimento Limpo: Cooperação entre Portugal e os PALOP" (Climate Change and Clean Development: Co-operation between Portugal and the Portuguese-speaking African countries), which won an award and was published by the Calouste Gulbenkian Foundation. She also has a degree in Social Communication, specialising in Journalism, from the School of Education of the Setúbal Polytechnic Institute (Portugal).
She currently leads the Work Package ‘Society, Governance and Policy’ of the B-WaterSmart project (2020-2024), funded by the European Commission (grant agreement No. 869171), in which ICS-ULisboa participates among 35 partners. B-WaterSmart aims to contribute to a more resilient and water-smart society in six European cities and regions (Lisbon - Portugal, Alicante - Spain, Venice - Italy, Flanders - Belgium, East Frisia - Germany, Bodø - Norway).
Carla has been involved in several climate adaptation projects at ICS-ULisboa since 2010 (Intermunicipal Climate Change Adaptation Plan for the Algarve; Monitoring and Implementation of the Municipal Adaptation Strategy for the Municipality of Loulé; CHANGE - Changing Climate, Changing Coasts, Changing Communities: Glocal erosions, risk conceptions and sustainable solutions in Portugal). At the ICS, she is a member of the Environment, Territory and Society Research Group (SHIFT) and of Observa - Observatory of Environment, Territory and Society.
She began her career as a journalist, specialising in environmental sustainability and climate change. She has written for various publications, such as the newspapers "Quercus Ambiente" and "Água & Ambiente", and has also collaborated on editorial projects such as the magazine "Green China" and the book "Quercus: 20 Anos". She also worked as a communications advisor for the Commission for Regional Development and Coordination of Lisbon and Tagus Valley (CCDR-LVT, Ministry of the Environment) between 2007 and 2009, before dedicating herself entirely to academia, as an environmental social scientist.
Carla is a member of the Green Deal Net and the Resilient and Sustainable Islands Initiative (RESI, ODI), in addition to the Network for Environmental Studies in Portuguese-speaking Countries (REALP) and BRASPOR - Luso-Brazilian Network on Coastal Zones.
