SOCSCI Scientific Societies in Contemporary Science

This research project aims to understand the role of scientific societies in contemporary science. Focusing on the case of the Portuguese scientific system, it intends to explore both the functions and activities of Portuguese scientific societies and the associative behaviour and representations of scientists.

An exploratory review of the existing literature has revealed that, though the two subjects of associations and scientific communities have, isolatedly, received considerable attention from the social sciences, the same cannot be said of the articulation of the two themes. Scientific societies have been studied almost solely in historical terms and very little is known on what is their contemporary role in the functioning of scientific systems, in scientific careers, in research, in the communication between scientists, in the connection between science and society.

This project will seek to bridge this gap by developing a two-tiered approach. On the one hand, a census of existing Portuguese scientific societies will be compiled, from which a sample of organisations will be selected. These associations will be then subjected to an in-depth analysis, based on document collection, interviews with members of the governing boards, observation at events and a survey of their members. The purpose of these procedures is to gather information on the activities of the associations, its internal functioning, its resources and handicaps, how they are articulated with other associations and organisations in the scientific system and what roles they play in some specific areas: policy advice, science and business links, science and society relations, social responsibility of scientists. This undertaking will also be complemented by two case studies of an essentially historical nature, but bearing relevance to the current situation.

On the other hand, an internally diverse sample of scientists working in Portuguese institutions will be surveyed, in order to inquire on their associative behaviour and representations, at both national and international level. Here, the main purpose will be to ascertain the role associations play in scientific careers, in research practices and in mediating the relation between individual scientists and wider collective structures (their discipline, the scientific community, society at large, the government, industry). The combination of these different methodological approaches, both quantitative and qualitative, is believed to lead to a more rich and comprehensive understanding of the research problem under analysis.

For the purposes of this project, a wide definition of scientific societies (or associations) will be used. It will encompass private nonprofit institutions devoted to professional and disciplinary aims, labour activism, public engagement with science, links with innovation and industry, diaspora networks.

The main objective of this research project will be to generate new knowledge on a little researched subject. This particular topic should also be suited to stimulate the reflexion and discussion of wider issues, such as the need for building bridges within the scientific community and with society at large. Although it is focused on a national case, it ought to be relevant for the international community of social studies of science, since it is expected to yield results that are valid across borders and

can be used to integrate comparative research with other scientific systems. And though scientific societies may occupy a relatively small place in a field dominated by other institutions, this research may contribute to highlight the work of these organisations, bringing science and society a little closer, and to inform decision-making at several levels (science and technology policies, the strategies and actions of associations and individual scientists).

For this purpose, a wide dissemination of research results is foreseen, both in academic circles (a book, articles in national and international journals, presentations in national and international conferences) and to the general public, through several public engagement with science activities.

The research team gathered together for this project is mainly composed by early career researchers, but who have considerable experience as team members in previous projects and in autonomous research at postgraduate level. They possess solid expertise in the specific areas of associations and Portuguese science and are skilled in different methodologies and techniques. This project will also benefit from the advice and experience of more senior researchers, who will act as consultants. The diversity of social science disciplines and institutions involved also brings added-value to the development of this research project.

Objectivos: 
This research project is built around one core question: what role do scientific associations play in contemporary science in Portugal? This project aims both to draw a panorama of scientific societies in Portugal and to study the associative behavior and representations of Portuguese scientists, in order to understand the place of scientific associations at different scales: in Portuguese society, in the Portuguese S&T system, in particular scientific disciplines, in individual careers, in scientific research itself. <p>Research into the subject of scientific societies will not also advance the understanding of these organisations but will contribute to the debate in several issues in the area of science studies: scientific advice for policy and decision-making, links between science and society (public understanding of science, connections between science and business), the internationalization of science, the regulation of scientific work, the social responsibility of scientists. </p>
State of the art: 
<p>Associations have been a classical theme in sociology almost since its beginning as a scientific discipline, but it has largely been restricted to the sphere of political sociology. Countless studies have dealt with the social roles of associations or nongovernmental organisations as mediators between social groups and society and the Government, as means to aggregate interests, channel collective action, exert pressure, pursue collective goals. </p><p>However, scientific societies or associations are quite an under-researched issue. On the one hand, science studies have so far paid much more attention to non-formalised collectives in science: the &quot;republic of science&quot; of Polanyi, the &quot;scientific community&quot; of Hagstrom and Merton, the &quot;invisible colleges&quot; of Crane, the &quot;epistemic communities&quot; of Knorr-Cetina, the &quot;scientific field&quot; of Bourdieu. </p><p>On the other hand, existing international literature focuses mainly on the historical dimension of scientific societies, such as their role in the birth of modern science (see Shapin 1996, for instance) or the genealogy of individual institutions, such as the Royal Society, although the theories on the Mode 2 knowledge production (Gibbons et al 1994) postulate the increasing heterogeneity and organisational diversity of institutions involved in science. Other studies briefly mention the (often minor) role of scientific societies in areas such as the public understanding of science (Gregory and Miller 1998), academic labour activism (Raman 2000), the development of scientific disciplines (Shofer 2003), the &quot;boundary-work&quot; of scientific professions (Gyerin 1995), the internationalisation of science (Crawford et al 1993) or the governance of science (Barke 2003). A few articles can be found discussing the role of scientific associations in establishing codes of conduct and ethics (Iverson et al 2003), in scientific publication (Baldwin 2004) or in policy advice (Scott et al 2008), but some of them have been published in&nbsp; &quot;hard&quot; sciences journals, stemming more from internal reflexivity rather than scientific research itself. </p><p>Currently, only one empirical study focused on the specific issue of scientific societies has been identified: Schimank's (1988) study of German scientific associations. In this work the basic functions of scientific associations were defined as: &quot;communication within disciplines or subdisciplines; professional support for members' careers; representation of collective interests, enabling researchers to come into contact both with each other and with the users of their research (the &lsquo;transfer' function); and the promotion of research and the use of expertise in science policy decisions.&quot; (quoted in Barke 2003: 113). </p><p>Existing Portuguese literature on scientific associations is sparse as well. Matos (1996) has studied the role of nineteen century associations in promoting the dissemination of scientific knowledge and industrial development. Several historical essays have touched upon the past of institutions such as the Academia das Ci&ecirc;ncias of the Sociedade de Geografia de Lisboa. Gon&ccedil;alves&nbsp; (1993) discusses the actions of some scientific associations in the 80's in representing the interests of the scientific community. Works on the development of public understanding of science initiatives in Portugal, some by team members of this research project (Costa et al 2005; Delicado 2006; Concei&ccedil;&atilde;o 2008), contain passing references to the role of scientific associations. A similarly brief mention is made on a study of the profession of biologist (Gon&ccedil;alves and Freire 2009). A major study on professional associations in Portugal (Freire 2004), in which one of the team members of this project participated&nbsp; (Rego 2004), included a few scientific organisations in its sample, but solely professional or disciplinary organisations. </p><p>Regarding individual behaviour (scientists as members of associations), existing international work shows that the highly qualified have high levels of participation in associations (see, for instance, Campbell 2006) and the profile of civic participation is changing, with declining membership in professional organisations and the rise of &quot;new social movements&quot; (Dekker and van den Broek 2005). However, no specific studies have been found on the associative behaviour and representations of scientists. </p><p>Participation in associations has also been extensively studied in Portugal, including work by researchers in this team (Pereira 2002; Delicado 2002 and 2003; Rego 2007), which have been unanimous in verifying the low rates of participation and the frailties of the third sector. However, there have been no studies on the associative behaviour of the scientific community. One of the few studies that has briefly touched this subject is a survey of the Portuguese scientific community (Jesu&iacute;no et al 1995), which concluded that participation in scientific societies was one of the least valued curricular aspects for acknowledging scientific authority. However, this subject was not developed further and this survey is somewhat outdated, since it precedes the astonishing growth of the Portuguese scientific system in the past decade. On the whole, existing knowledge on scientific societies is clearly insufficient, since this research subject is still very underrepresented in international and national literature, so there is ample scope for innovative work. </p><p>&nbsp;</p><p>References </p><p>Baldwin, C.
