InC2 National initiative for Circular Cities - Monitoring and Evaluation

The National Initiative for Circular Cities (InC2) is a program of the Ministry of Environment and Climate Action managed by the Directorate-General for Territory, aimed at supporting and empowering municipalities and their communities in the transition to a circular economy.

Objectives:

  • Capacity-building: It involves the work and acquisition of skills by cities, supported by experts, in the development of local action plans for the circular economy, with the involvement and participation of local communities, territorial integration and network cooperation with other circular cities. The Circular Cities Networks are the main instrument for achieving this objective.
  • Capitalization: It involves the subsequent imperative of summarizing the results achieved by cities and taking advantage of the knowledge capital and relationships generated to create, in multilevel cooperation processes, more knowledge and information, better financing conditions and better legislation within the framework of the urban circular economy. Multilevel platforms are the main instrument for achieving this objective.
  • Communication: It involves the production and dissemination of information with a view to recognizing and raising awareness of the urban circular economy and expanding the sphere of indirect beneficiaries of InC2. The communication network run by the national contact point is the main instrument for achieving this objective.
