The general objective of the study is to compare the  attractivinees international students policies between Brazil, France and Portugal. The specific objectives are: (1) To identify which are the policy drivers of the three nation states, (2) what are the strategies and actions taken by national and institutional authorities to attract students and (3) what are fatctors that most atrract the students for each state-nation.
