The European Citizens' Consultations provide the first-ever opportunity for members of the public from all 25 Member States to debate the future of the European Union across the boundaries of geography and language. Citizens exchange opinions, develop together their ideas on the future direction of Europe, and communicate their perspectives to policy-makers. Simultaneous and interlinked events across Europe allow every citizen to make his or her voice heard. The consultations and their follow-up aim at inspiring both European and national institutions and decision-makers as they prepare to take decisions on the next phase of Europe's development.

Citizens exchange opinions, develop together their ideas on the future direction of Europe, and communicate their perspectives to policy-makers. Simultaneous and interlinked events across Europe allow every citizen to make his or her voice heard. The consultations and their follow-up aim at inspiring both European and national institutions and decision-makers as they prepare to take decisions on the next phase of Europe's development.

Objectivos: 
From January to April 2007, 25 national consultations will take place at each Member State level in order to have citizens discuss the overarching question "what is needed to achieve the Europe we want"?. There are five discussions at a time, which means that each consultation has four other consultations in other Member States happening at the same time. However, all 25 National Citizens' Consultations take two days, work on a given set of topics identified during the Agenda-Setting Event in October 2006, and follow a shared timetable. Within this timeline there are pre-defined integration points with the other four national consultations. At these points in time the consultations exchange their results and thereby enable a European dialogue across locations and languages. The outcomes of the consultations, 25 "National Citizens' Perspectives on the Future of Europe", will be communicated in a comprehensive way to policy-makers and fed into the final step of the European Citizens' Consultations, the synthesis of all national outcomes into one European result.
State of the art: 
Most sources of data concerning attitudes of European citizens derive from the use of surveys. Most efforts at the collection of qualitative data suffer from the following problems: narrow scope and self-selected participants; little cross-national exchange; participants primarily listeners and receivers of information ; little or no follow-up; lack of accountable and transparent follow-up and active policy integration. The ECC aims at overcoming such problems.
