HR Excellence in Research
In 2025, ICS-ULisboa began the application process for the HR Excellence in Research Award. ICS is also a member of the University of Lisbon’s Advisory Committee, which oversees this process across all ULisboa schools.
The HR Excellence in Research Award is a recognition granted by the European Commission to institutions that demonstrate a commitment to implementing the 20 principles of the Code of Conduct for the Recruitment of Researchers, adopted on December 18, 2023, which replaced the European Charter for Researchers and the Code of Conduct approved in 2005.
By implementing these principles through the HR Excellence in Research process, ICS-ULisboa is committed to the continuous improvement of institutional policies and practices related to the recruitment, career development, working conditions, ethics, and training of researchers.
The main objectives of this process are:
- To improve researchers’ working conditions by promoting more attractive, inclusive, and sustainable research environments;
- To ensure fair and transparent recruitment practices, encouraging processes based on merit, equal opportunity, and international mobility;
- To support career development by promoting continuing education, professional mentoring, and recognition of advancement in scientific careers;
- Strengthen the quality and ethics of research, ensuring alignment with and compliance to European standards of scientific integrity, social responsibility, and data management.
THE EUROPEAN RESEARCHER´S CHARTER
The European Charter for Researchers is a set of general principles relating to the responsibilities and rights of researchers, as well as the institutions where they work, with a view to creating a stimulating and favourable working environment for the creation, transfer and sharing of knowledge, as well as the professional development of researchers.
The HR Excellence in Research label is awarded to organisations which, following an internal analysis (Gap Analysis) of their compliance with the 20 principles of the Charter, define a set of actions (Action Plan) to improve their practices. Certified organisations gradually implement the measures set out in the Action Plan, followed by a mid-term evaluation after 24 months, and then successive renewal cycles valid for 36 months, with on-site visits in alternating cycles.
On 18 December 2023, the European Charter for Researchers was published through the Council Recommendation on a European framework for attracting and retaining talent in the field of research, innovation and entrepreneurship in Europe.
