This work takes the action of interest representation as a territorial analysis of the dynamics of Portuguese Democracy, in particular the activities of Non-Governmental Organizations (NGOs), namely that of environmental nature (NGO). Placed between the citizen and political power, they act in a historical context in which the emergence and sustained growth of the Internet use imposes the question of the role played by this ICT.
