Social Platform on reserarch for families and families policies

The overall objective of the FAMILYPLATFORM is to elaborate a focused research agenda that will address fundamental research issues and key policy questions for future research and family policies in Europe. The activities of the FAMILYPLATFORM will refer to all 27 member states. The FAMILYPLATFORM is not a research project. The research agenda and its results will develop the possible base for the SSH research Roadmap 2012-2013. Therefore, the platform will match three relevant perspectives: The perspective of the scientific community, of European families which is represented by members of civil society and important stakeholders such as family and children's rights associations, and the perspective of policy-makers and social partners.

In this context, it has to be considered that regarding the living conditions for families there are still significant cross-national differences between European societies. Legal systems, welfare structures, education systems, health-care systems and economic systems vary from country to country. As a consequence, European family structures and family forms, as well as respective trends and developments are quite diverse. Thus, it is crucial to first generate a comprehensive overview of various existential fields of family life and family policies in order to derive conclusions for political practice and further research. In the long run, the aim of the social platform will be to generate key policy questions and to define fundamental research issues.

In order to reflect upon the different thematic aspects and their interconnectedness, a broadly defined, international, interdisciplinary, and participative approach is required. This approach must be critically evaluated by relevant stakeholders and political actors. Given the need for a broad overview of the characteristics of family life and its legal and socio-economic context, the FAMILYPLATFORM will identify key research topics and areas relevant to families. This will be done with reference to vital aspects which are important for national reform programs of the EU member states, for example gender equality (see A Roadmap for equality between woman and man 2006-2010), improvement in reconciliation of work and family life, increasing care services and family orientated service provision over the life course, intergenerational solidarity, immigration and integration (see Renewed social agenda: Opportunities, access and solidarity in 21st century Europe 2008).

Another important topic of the FAMILYPLATFORM is the key concept "well-being of families". The social platform will identify research tasks by pointing out existing research and knowledge gaps. Special attention will be paid to the continuous critical discussion of scientific findings with a wide range of stakeholder representatives from family associations, children's rights organizations, policy-makers, and social partner representatives. Thus, generated results will be based on an iterative process relying on a broad informational and social basis.

The FAMILYPLATFORM focuses on four areas:

1. Catching up with the current state of family research and elaboration of significant

trends, differences between countries, research gaps and methodological problems of existing family research from the point of view of the research community (area 1).

2. A critical review of existing research from the perspective of a wide range of stakeholder representatives such as family associations, children's right associations and policy-makers and social partners (area 2).

3. Generating key policy questions for future European policy and research issues and tools focused on "well-being of families" as key concept in European policy (area 3).

4. Working out a research agenda with fundamental research issues, research areas and tasks of long-term studies, methodological tools based on step 1-3 (area 4).

Objectivos:
The overall objective of the FAMILYPLATFORM is to elaborate a focused research agenda that will address fundamental research issues and key policy questions for future research and family policies in Europe. The activities of the FAMILYPLATFORM will refer to all 27 member states. The FAMILYPLATFORM is not a research project. The research agenda and its results will develop the possible base for the SSH research Roadmap 2012- 2013. State of the art:
The state of our knowledge about families, on the one hand, and policies and other nongovernmental initiatives, on the other hand, are linked very sparsely. At the same time, there is a great variety of family life in Europe, and its legal and social context conditions. In addition to this overall problem, European policies and research are currently confronted with a situation, in which some aspects of family life are investigated very thoroughly, while other aspects, e.g. rare family types, are still largely unexplored in scientific terms - with great differences between European countries and regions. Thus, a first major objective of the social platform has to be the establishment of an empirical foundation for further work: This means working out the current state of family research and bringing together recent findings. It furthermore includes getting an overview of policies and social systems which make up the contextual framework for all aspects of family life. In this respect, the FAMILYPLATFORM will take into account a broad range of existential fields of family life and family policy:
1. Family structures and family forms

2. Familial developmental processes (the dynamics of family life and the course of life in general, i.e. developments and changes)

3. State family policies (different welfare systems and different legal frameworks)

4. Family and living environments (regional and environmental contexts of family life)

5. Family management (incl. division of labour and family-related work)

6. Social care and social services (family relationships and care giving)

7. Social inequality and diversity of families (special challenges to families such as

poverty or migration)

8. Family, media, family education and participation

The participants are inclined to provide an overview on eight areas of family-related topics. Due to the shortened duration time they have reduced the internal differentiation as far as possible by limiting the tasks in each area. Therefore the consortium will concentrate on the essential aspects of each existential field. In doing so, overlaps as well as too ambitious aspirations can be avoided. All participants involved will provide empirical data as well as additional information in greater detail for at least the areas outlined below:

1. Family structures and family forms

 1.1 Demographic change

1.2 Development of and changes in family types

1.3 New or rare family types

2. Developmental processes in the family

2.1 Time slot of founding a family

 2.2 Divorces, conflicts in couples

 2.3 Changes between family types

3. State family policies

3.1 Systems of family policies in the EU-member states

3.2 Regulatory framework / Family law and living arrangements

 3.3 Time policies

 3.4 Cash and tax benefits

4. Family and living environments

 4.1 Economic situation

4.2 Families: education levels, skills, employment

4.3 Local politics: Programs and best practice model

5. Family management

5.1 Allocation of tasks and gender roles

 5.2 Parenting and child-rearing

 5.3 Family and work

6. Social care and social services

6.1 Care needs/needs assessment in the EU (children and elder people)

6.2 Types of different/similar care arrangements in EU member states

6.3 Special care services for families and children in need

7. Social inequality and diversity of families

 7.1 Migration

 7.2 Poverty

 7.3 Family violence

8. Family, media, family education and participation

8.1 Families as media users in the EU

 8.2 Families and media protection

8.3 Impact of media on everyday life / Media as a factor in socialization

Its wide range of experience in family research given, the Consortium will make good use of it by reflecting the state of the art, taking themes, aspects and research questions that were still missing on the agenda into special consideration. Nevertheless this systematic of eight existential fields is especially productive for the formulation of both key policy questions and research issues due to the following reasons: They refer not only to central areas of the life of families and family policies but also allow taking into consideration societal questions. With the help of these existential

fields, major trends (regarding family life, familial ways of life, as well as family policies) and national developments can be sketched and key policy questions can be derived. First of all, the current state of research with regard to each of the eight fields mentioned above has to be summarized and research gaps have to be pointed out. Hence, national case studies will be conducted as well as cross-national comparisons of EU-Member

States. Additionally, little investigated or largely unknown aspects of family life will be pointed out. However, the social platform will not restrict itself to an overview of the state of research, but will also address recent developments and changes to families (such as declining birth rates, increasing rates of divorce) in any of the afore mentioned existential fields.
