Scenarios for the school of the future - the contribution of Portuguese education policies from 1995 to 2001

This personal project analyses the studies carried out by the OECD, within the framework of CERI (Centre pour la Recherche et l'Innovation en Education) regarding "Schooling for tomorrow". During the holding of numerous seminars given by experts on several domains of educational, social, cultural, economic and political life of OECD countries, several scenarios were put forward. Based on that work, as well as the education realities and policies in force in those countries, the OECD systematised three groups of scenarios (with variations) and, subsequently, presented several dimensions of those scenarios in more detail. Portugal participated in this project and I was a member of the CERI between 1996 and 2002. As head of the pre-school education policies, as well as the basic and secondary levels (and related areas such as school sports, curricular organisation and subjects, special education, etc) in the 12th and 13th Constitutional Governments (1995-2001), I intend to analyse the way in which these policies are associated with the "School of the future" scenarios. In order to achive a more in-depth analysis, I will conduct a case study on schools in the fight against poverty in Sao Tome and Principe.

Objectivos: 
There are two main objectives: <p>- to carry out a time-distance analysis of public schools in Portugal, their problems and contradictions and the strategies for their transformation within the framework of OECD studies;</p><p>- to analyse the policies developed between 1995 and 2001 underlying their consistencies (and contradictions) within the framework of an option for the scenario of "re-foundation" of the school we inherited. Assuming this to be the richest, most flexible and fruitful scenario of all, I will underline the role of "good practices" as a strategy for change, within the framework of a more autonomous school conception, in which quality and equity meet. </p>
